In late August
2008,
we were invited to begin
discussions regarding commencement of a due diligence inquiry that would
lead to Ex-Im Bank providing guarantee services to us for funding
the SWANsat System. Our letter led to further discussions, and then we
initiated an application procedure to Ex-Im Bank during the first
week of September of that year.
About two months later,
in November 2009, we submitted a Disclosure Statement that
contained more specific information regarding our interest in availing
ourselves of services provided through Ex-Im Bank, especially
utilizing our affiliate company MetaNET Services, Ltd., a
Mauritius GBC-2 corporation, as the responsible borrower. (Formation of
this off-shore corporation was an antecedent requirement set forth by
Ex-Im Bank for consideration of a funding guarantee from Ex-Im Bank.)
In March 2009, we were
informed that our answers to the following three milestone questions will
determine the outcome of Ex-Im Bank’s decision regarding
participation in a funding guarantee. The three milestone questions are:
1.
Is the technology for SWANsat
achievable, given that SWANsat represents the first licensure by any ITU
member nation from geosynchronous orbit of the W-band for use by
telecommunications satellites?
2.
How will the USD$36 billion
required to design, construct, launch, and operate the SWANsat System for
its first two years of operation be repaid to the candidate funding
sources, of which 85% would be provided through funding guarantees issued
by Ex-Im Bank?
3.
What public posture could the
SWANsat project and Ex-Im Bank take to demonstrate that the ratio
of risk-to-reward for the SWANsat project is reasonable, especially given
the congressional oversight responsibilities inherent in Ex-Im Bank
providing a financial guarantee equivalent to about 250% of its entire
2008 allocations budget to a single project?
