Correspondence in 2009
Starting in
mid-August 2009, SWANsat began receiving requests from certain member states of the
African Union and from member states of the Pacific Islands Forum
to receive information regarding landing rights for the SWANsat System. Here's a
list of the nations to which proposals were sent, either through embassy
contacts known to various officers of the NEPAD Council, or through back
channel sources from our Pacific Islands Forum advisors. All contacts
received the following two documents:

Contains
Technology Readiness Assessment regarding the SWANsat System. Also includes
a fax copy of a determination letter issued by the U.S. Department of State
(and referencing a communication from the U.S. Department of Commerce),
dated 10 August but delivered to SWANsat Holdings on 11 August, showing that
the SWANsat Technology Readiness Assessment is not subject to export
restrictions.

Negotiations with the African Union
We began
discussions with the African Union's Representational Mission to the United States of America
in July 2007.
On 6 September 2007, we discussed a number of issues relating to a
cooperative relationship that will benefit the African Union. We continued
to have periodic discussions with the African Union, utilizing the NEPAD
Council as our liaison representative.
